In the fall of 1998, the Miami-Dade County Board of County Commissioners passed an ordinance that consolidated four separate HIV/AIDS planning groups into one body known as the Miami-Dade County HIV/AIDS Partnership. The "Partnership" has the responsibility for conducting needs assessments and planning for the full spectrum of federal and state funded HIV/AIDS services in Miami-Dade County, including: Ryan White Title I and II funds, HOPWA, State General Revenue, and for HIV/AIDS Prevention Community Planning.

The HIV Prevention Community sought language to ensure equal weight for Prevention, Care and Treatment, and Housing in all facets of the new partnership operations. The Prevention Committee of the Miami-Dade HIV/AIDS Partnership meets parity inclusion and representation of the infected and affected target populations in our community. The committee met in March 2000, and following a methodology created by the Florida Committee Planning Group (FCPG) identified the top five priority target groups in our community:
  1. Black MSM and their sex partners
  2. Black Heterosexual Females and their sex partners
  3. Hispanic MSM and their sex partners
  4. Black Male Heterosexuals and their sex partners
  5. Black Male IDU's and their sex and/or needle sharing partners
